What is a process server not allowed to do?

What happens if a process server cannot locate the target?

If all attempts fail, they will provide reports and evidence to enable application to carry out substituted or third party service which enables a document to be served to another named adult.

Can summons be served by email?

Certain legal documents, including summons, need to be issued in person and identification of the recipient verified so cannot be served via email.

Can you sue someone if you cannot serve them?
