Case Study: Neighbour Abuse at University Student Accommodation

Jay, a 22-year-old PhD student at a prestigious UK University, was subjected to a disturbing campaign of racial harassment by his neighbour in a shared house conversion. The harassment began with “jokes” about Jay’s Pakistani heritage but quickly escalated to hate mail, damage to his bicycle, and the neighbour encouraging his friends to congregate outside Jay’s window to whisper racial slurs, late at night.

The two tenants were renting from the same landlord. The landlord referred to Jay’s complaints simply as ‘personality clashes’ due to which the situation became more complicated. Jay felt there was nothing he could do because moving would ruin his studies. However, the daily harassment was impacting his studies and mental health. The neighbour also was intercepting and opening all of Jay’s mail.

Bond Rees private investigators conducted covert surveillance that captured the neighbour and his associates engaging in racially motivated harassment. Our investigation revealed the neighbour had a history of similar behaviour at previous addresses. We also uncovered evidence that he had been opening James’s mail and found racist graffiti he had written in common areas.

Our evidence included video footage of three separate incidents, audio recordings of racial abuse, photographs of damaged property and graffiti, and testimony from a postal worker who had witnessed mail theft. We also gathered character references for James from university staff and documented the impact on his studies through medical evidence of stress-related illness.

The evidence supplied by Bond Rees helped James to convict his neighbour for harassment with racial aggravation and theft of mail. The neighbour was given six months of jail time but it was suspended. After being presented with evidence that he had failed to deal with the situation, James’ landlord agreed to evict the neighbour, and paid for James’ damaged property and trauma.
